This is a release candidate version of the extension, so it’s close to being feature complete, reasonably bug-free and going for formal review by the phpBB extension review team. Features are here. It can be downloaded from GitHub or its extensions page. If downloaded from GitHub, make sure you place it in the /ext/phpbbservices/filterbycountry folder.
